What is the difference between QoS and QoE?

With respect to future 5G networks, the Quality of Service (QoS) would most likely be defined as, or similar to, the "totality of characteristics of a telecommunications service that bear on its ability to satisfy stated and implied needs of the user of the service." (Rec. ITU-T E.800 (09/2008)).

Whereas the Quality of Experience (QoE) would likely be defined as, or similar to, "the overall acceptability of an application or service, as perceived subjectively by the end-user." (Rec. ITU-T P.10/G.100 (2006) Amendment 2 (07/08)).

An alternative definition of QoE by Qualinet is "the degree of delight or annoyance of the user of an application or service. It results from the fulfilment of his or her expectations with respect to the utility and / or enjoyment of the application or service in the light of the user’s personality and current state." (Qualinet White Paper on Definitions of Quality of Experience (2012)).

This is a nice presentation by ITU on QoS and QoE:

I would imagine that if QoE was taken into account when designing future 5G networks, its effect would be dependent on the designers implementation. I could see it being capable of providing improvements in many ways, perhaps by improving the perceivable qualities of the network or by reducing bandwidth with the elimination of unperceivable information.
